 ENVIRONMENTAL DESIGN PRINCIPLES, AS WELL AS COMPLIANCE
 WITH ALL LOCAL AND STATE REGULATIONS PERTAINING TO THE
 PROPOSED USE. SUCH SUBMITTAL SHALL INCLUDE A
 CONSTRUCTION SITE SECURITY AND MANAGEMENT PLAN.
