 HANDRAILS SHALL NOT ROTATE WITHIN THEIR FITTINGS. TOP
 OF THE HANDRAIL GRIPPING SURFACE SHALL BE NOT LESS THAN
 34 INCHES (864 MM) NOR MORE THAN 38 INCHES (965 MM)
 ABOVE THE RAMP SURFACE.
