| | BARNES, WHICH DOES NOT ADDRESS THE MATTER OF THE |
| | ILLEGAL CONVERSION. THE LETTER AND THE PLAN DO NOT |
| | CLARIFY THE INTENDED SCOPE OF WORK AS REQUESTED BY |
| | SAMANTHA HILL. THE PLAN DOES NOT INDICATE THE |
| | INSTALLATION OF NEW ELECTRICAL OR PLUMBING, WHICH THE |
| | STOP WORK ORDER ALLEGES. THE PLAN DOES NOT ADEQUATELY |
