 A PERMIT FOR THE CONSTRUCTION OF FOUNDATIONS OR ANY
 OTHER PART OF A BUILDING OR STRUCTURE BEFORE THE
 CONSTRUCTION DOCUMENTS FOR THE WHOLE BUILDING OR
 STRUCTURE HAVE BEEN SUBMITTED. THE HOLDER OF SUCH
 PERMIT FOR THE FOUNDATION OR OTHER PARTS OF A BUILDING
 OR STRUCTURE SHALL PROCEED AT THE HOLDER'S OWN RISK
 WITH THE BUILDING OPERATION AND WITHOUT ASSURANCE THAT

 USE, EFFECTIVE AUGUST 1/ 2013, THROUGH JULY 31/ 2015.

 2010 FBC-PLUMBING 305.5 PIPES THROUGH OR UNDER FOOTINGS
 OR FOUNDATION WALLS.
 ANY PIPE THAT PASSES UNDER A FOOTING OR THROUGH A
 FOUNDATION WALL SHALL BE PROVIDED WITH A RELIEVING
 ARCH, OR A PIPE SLEEVE PIPE SHALL BE BUILT INTO THE
