 THE CITY OF WEST PALM BEACH HAS RECOGNIZED THAT
 TRADITIONAL CRIME PREVENTION STRATEGIES ARE NOT ENOUGH
 IN TODAY'S SOCIETY AND A NEW APPROACH IS NEEDED. THE
 NAME OF THIS APPROACH IS CRIME PREVENTION THROUGH
 ENVIRONMENTAL DESIGN (CPTED). CPTED ACKNOWLEDGES THE
 MANNER IN WHICH PHYSICAL SPACE IS DESIGNED OR USED HAS
 A DIRECT BEARING ON CRIME AND SECURITY.
 THE PHYSICAL ENVIRONMENT HAS A DRAMATIC EFFECT ON OUR
 OWN BEHAVIOR AND THE WAY IN WHICH WE VIEW THE BEHAVIOR
 OF OTHERS. CPTED IS A CONCEPT SUPPORTED BY A SERIES OF
 OVERLAPPING PRINCIPLES BASED ON THE RELATIONSHIP OF THE
 BUILT ENVIRONMENT TO THE PRESENCE OR ABSENCE OF
 UNDESIRABLE BEHAVIOR. THE CPTED CONCEPT IS: "THE PROPER
 DESIGN AND EFFECTIVE USE OF THE BUILT ENVIRONMENT CAN

 ENFORCEMENT CAN COOPERATIVELY CREATE A 'SAFE' CLIMATE
 WITHIN A BUILT ENVIRONMENT" RIGHT FROM THE BEGINNING.
 SAFETY STRIKES AT THE VERY CORE OF WHAT IS GENERALLY
 REFERRED TO IN A COMMUNITY AS "QUALITY OF LIFE." A SAFE
 ENVIRONMENT IS ONE THAT REGULAR USERS PERCEIVE AS SAFE
 AND NON-USERS (CRIMINALS) PERCEIVE AS HIGHLY RISKY TO
 FREQUENT AND IN WHICH TO COMMIT CRIMES.
 THE WEST PALM BEACH POLICE DEPARTMENT HAS OUTLINED
 GUIDELINES WE WOULD LIKE TO SEE FOLLOWED. IN ADDITION
 TO THE GUIDELINES, WE ENCOURAGE YOU TO PLEASE ADOPT
 THESE MINIMUM STANDARDS:
  
 RESTAURANT SHALL BE EQUIPPED WITH THE FOLLOWING
 SECURITY DEVICES AND STANDARDS:
 (1) A FULLY FUNCTIONING AND OPERATIONAL CCTV SYSTEM
 CAPABLE OF RECORDING AND RETRIEVING AN IDENTIFIABLE
 IMAGE TO ASSIST IN OFFENDER IDENTIFICATION AND
 APPREHENSION.
 (2) A DROP SAFE OR CASH MANAGEMENT DEVICE FOR
 RESTRICTED ACCESS TO CASH RECEIPTS.
 (3) HEIGHT MARKERS AT THE ENTRANCE AND EXITS WHICH
 DISPLAY HEIGHT MEASURES.
 (4) A CASH MANAGEMENT POLICY TO LIMIT THE CASH ON HAND
 AT ALL TIMES.
 (5) REAR DOORS WILL HAVE A VIEWING WINDOW, DOOR CHIME
 MOUNTED OUTSIDE AND CCTV COVERAGE
 (6) WHERE WINDOW(S) ARE PRESENT, A CLEAR AND

 BE LIMITED TO, TEMPORARY LIGHTING, SECURITY PERSONNEL,
 VEHICLE BARRIERS, CONSTRUCTION/VISITOR PASS,
 REDUCE/MINIMIZE ENTRY/EXIT POINTS, ENCOURAGE
 SUBCONTRACTORS TO SECURE MACHINERY, TOOLS AT END OF
 WORK DAY, FENCING WITH SCREENING AND OR ANY OTHER
 MEASURE DEEMED APPROPRIATE TO PROVIDE A SAFE AND SECURE
 WORKING ENVIRONMENT.
 B. THE SECURITY MANAGEMENT PLAN SHALL BE MAINTAINED
 THROUGHOUT THE CONSTRUCTION PHASE OF THE PROJECT.
 NON-COMPLIANCE WITH THE APPROVED PLAN SHALL RESULT IN A
 STOP-WORK ORDER FOR THE ENTIRE PLANNED UNIT
 DEVELOPMENT.
 C. PROPERTY SHALL BE POST ?NO TRESPASSING? SIGNS EVERY
 500 FEET AROUND THE PERIMETER OF THE SITE.
  
 RESTAURANT SHALL BE EQUIPPED WITH THE FOLLOWING
 SECURITY DEVICES AND STANDARDS:
 (1) A FULLY FUNCTIONING AND OPERATIONAL CCTV SYSTEM
 CAPABLE OF RECORDING AND RETRIEVING AN IDENTIFIABLE
 IMAGE TO ASSIST IN OFFENDER IDENTIFICATION AND
 APPREHENSION.
 (2) A DROP SAFE OR CASH MANAGEMENT DEVICE FOR
 RESTRICTED ACCESS TO CASH RECEIPTS.
 (3) HEIGHT MARKERS AT THE ENTRANCE AND EXITS WHICH
 DISPLAY HEIGHT MEASURES.
 (4) A CASH MANAGEMENT POLICY TO LIMIT THE CASH ON HAND
 AT ALL TIMES.
 (5) REAR DOORS WILL HAVE A VIEWING WINDOW, DOOR CHIME
 MOUNTED OUTSIDE AND CCTV COVERAGE
 (6) WHERE WINDOW(S) ARE PRESENT, A CLEAR AND
 UNOBSTRUCTED VIEW FROM OUTSIDE THE BUILDING INTO THE
 BUILDING.
 (7) RESTAURANT SHALL BE EQUIPPED WITH A SILENT ALARM AT
 THE HOSTESS STAND, MANAGERS OFFICE, BAR AREA.

 5) THE ELEVATIONS DO NOT COMPLY WITH THE PALM BEACH
 OUTLETS DESIGN GUIDELINES BLANK WALL STANDARDS. THE
 PRIOR ELEVATIONS SUBMITTED TO THE CITY AS PART OF THE
 SITE PLAN APPROVAL PROCESS WERE IN COMPLIANCE AND
 SHOWED THE "NATIVE CUSTOM STONE" BANDING AROUND THE
 BUILDING WERE THE BRICK AND ANODIZED ALUMINUM DID NOT
 GO TO THE GROUND. PLEASE SUBMIT THESE ELEVATIONS.
  
 6) THE CURRENT ELEVATIONS CONTAIN LESS GLAZING ALONG
 THE PALM BEACH LAKES BOULEVARD (EAST) FRONTAGE THAN THE
 ELEVATIONS SUBMITTED WITH THE SITE PLANS. PLEASE
 CONSIDER PROVIDING MORE GLAZING.
  
 7) OTHER THEN A REFERENCE ON THE FOUNDATION PLAN, THERE
 WERE NO SPECIFIC DETAILS PROVIDED FOR THE LOADING AREA
 WALL. IS IT THE INTENT TO INCLUDE THE WALL WITH THIS
 PERMIT? IF SO WALL DETAILS ARE REQUIRED.
