 HE STATED THAT HE IS NOT GOING TO DO IT, BECAUSE HE HAS
 GONE THROUGH A TIMELY PROCESS IN CORRECTING OTHER
 OUTSTANDING ISSUES WITH THE CITY. ADDITIONALLY HE
 STATED THAT HE HAS SPENT A LOT OF MONEY TO REHAB OTHER
 PROPERTIES HERE IN THE CITY. I ADVISED HIM THAT 3800
 CALVIN AVE WILL NOT BE PASSED AND THE PROCESS CAN NOT
 GO FORWARD. CORRECTION OF THIS ISSUE ONLY REQUIRES
 RAKING AND REMOVAL OF THE LEAVES AND OR DEBRIS ON THE
 PROPERTY. WHICH MR. MACPHAIL INDICATED THAT HE IS NOT
 GOING TO DO.
