 IN MANY PARTS OF THE CITY THE ABSENCE OF ANY STORMWATER
 BMP (STORMWATER BEST MANAGEMENT PRACTICES) IN SITES
 ALLOWS THE BOTH THE WATER VOLUME AND
 CONTAMINANT/POLLUTANT LOAD TO ENTER OUR SYSTEM
 UNTREATED. WHILE WE BELIEVE OUR EXISTING SYSTEM IS
 SUFFICIENT TO SERVICE THE STORMWATER VOLUME FOR YOUR
 PROPOSED USE, WE RECOGNIZE THAT THE FIRST FLUSH FROM
 THE PARKING AREA CONTAINS 90% OF THE
 CONTAMINANT/POLLUTANT LOAD FROM RAIN EVENTS AND THIS
 LOADING IS TRANSFERRED TO THE CITY?S STORMWATER SYSTEM.
  
 ACCORDINGLY, THE CITY HAS THE AUTHORITY TO IMPOSE
 STORMWATER BMP?S ON THE ENTIRE SITE WITH OR WITHOUT THE
 PROGRESSION OF THE PROPOSED WORK. HOWEVER, IN
 CONSIDERATION OF THE SCOPE OF THE PROPOSED
 IMPROVEMENTS, THE CITY HAS THE AUTHORITY TO THROTTLE
 IMPLEMENTATION OF BMP?S. IN THIS CASE, OUR
 RECOMMENDATION IS THAT YOU AS THE PROPERTY OWNER SHALL
 DESIGN AND MODIFY THE EXISTING STORMWATER
 INFRASTRUCTURE SERVING THE EXISTING PAVED AREA THAT HAS
 BEEN IDENTIFIED BY THE PLANNING AND ZONING DEPARTMENT
 AS REQUIRED SUPPORTING THE PARKING USE.
  
 ANY MODIFICATION SHALL INCORPORATE STORMWATER BMP?S
 SUFFICIENT TO DETAIN THE FIRST FLUSH FROM THE
 REFERENCED PAVED AREA. OWNER MAY PROPOSE AN ISOLATED
 SYSTEM THAT DETAINS AND PERCOLATES. PLEASE REFER TO THE
 SOUTH FLORIDA WATER MANAGEMENT DISTRICT MANUAL, IT?S A
 GOOD GUIDE TO SEE THE OPTIONS THAT MAY WORK WITH YOUR
 SITE. PLEASE LOOK AT THE OPTIONS FOR NONSTRUCTURAL
 BMP'S AND STRUCTURAL BMP'S. WE BELIEVE ANY OF THESE
 MODIFICATIONS REFLECT REASONABLE IMPROVEMENTS TO THE
 EXISTING CONDITIONS AND ARE CONSISTENT WITH PRACTICES
 OF BOTH THE CITY AND SOUTH FLORIDAWATER MANAGEMENT
 DISTRICT.

 OTHER OPTIONS TO MAINTAIN THE INTEGRITY OF THE PAVED
 AREA WOULD BE TO SEALCOAT AND RESTRIPE; HOWEVER YOU
 MUST CONVERSE WITH PLANNING AND ZONING DEPARTMENT AS TO
 THE USE OF SUCH SITE.
  
 THE CITY'S NPDES MS4 PERMIT AUTHORIZES THE CITY TO
 DISCHARGE STORMWATERS TO WATERS OF THE STATE IN
 ACCORDANCE WITH THE STORMWATER MANAGEMENT PROGRAMS
 (SWMP). THE SWMP INCLUDES POLLUTION PREVENTION
 MEASURES, TREATMENT OR REMOVAL TECHNIQUES AND OTHER
 APPROPRIATE MEANS TO CONTROL THE QUALITY OF STORMWATER
 DISCHARGED FROM THE MS4. ONE COMPONENT OF THE SWMP IS
 TO REDUCE THE DISCHARGE OF POLLUTANTS IN STORMWATER
 FROM REDEVELOPED AREAS CONSISTENT WITH THE SFWMD ERP
 REQUIREMENTS.
  
 RE-DEVELOPMENT PROJECTS ARE TO PROVIDE THE MINIMUM
 WATER QUALITY TREATMENT FOR THE GREATER OF 1" OF RUNOFF
 OR 2.5" TIMES PERCENT OF IMPERVIOUSNESS. THESE
 CALCULATIONS WILL BE REQUIRED WITH YOUR PLAN
 SUBMITTALS.
