 TRADITIONAL CRIME PREVENTION STRATEGIES ARE NOT ENOUGH
 IN TODAY?S SOCIETY AND A NEW APPROACH IS NEEDED. THE
 NAME OF THIS APPROACH IS CRIME PREVENTION THROUGH
 ENVIRONMENTAL DESIGN (CPTED). CPTED ACKNOWLEDGES THE
 MANNER IN WHICH PHYSICAL SPACE IS DESIGNED OR USED HAS
 A DIRECT BEARING ON CRIME AND SECURITY.
 THE PHYSICAL ENVIRONMENT HAS A DRAMATIC EFFECT ON OUR
 OWN BEHAVIOR AND THE WAY IN WHICH WE VIEW THE BEHAVIOR
 OF OTHERS. CPTED IS A CONCEPT SUPPORTED BY A SERIES OF
 OVERLAPPING PRINCIPLES BASED ON THE RELATIONSHIP OF THE
 BUILT ENVIRONMENT TO THE PRESENCE OR ABSENCE OF
 UNDESIRABLE BEHAVIOR. THE CPTED CONCEPT IS: ?THE PROPER
 DESIGN AND EFFECTIVE USE OF THE BUILT ENVIRONMENT CAN
 LEAD TO A REDUCTION IN THE INCIDENCE AND FEAR OF CRIME
 AND IMPROVEMENT IN THE QUALITY OF LIFE BY INCORPORATING
 ACCESS CONTROL, NATURAL SURVEILLANCE AND TERRITORIAL
 DEFENSIVE TACTICS.?
 CPTED THEORY IS BASED UPON THE CONTENTION THAT
 PLANNERS, DESIGNERS, ARCHITECTS, LANDSCAPERS AND LAW
 ENFORCEMENT CAN COOPERATIVELY CREATE A ?SAFE? CLIMATE
 WITHIN A BUILT ENVIRONMENT ? RIGHT FROM THE BEGINNING.
 SAFETY STRIKES AT THE VERY CORE OF WHAT IS GENERALLY
 REFERRED TO IN A COMMUNITY AS ?QUALITY OF LIFE.? A SAFE
 ENVIRONMENT IS ONE THAT REGULAR USERS PERCEIVE AS SAFE
 AND NON-USERS (CRIMINALS) PERCEIVE AS HIGHLY RISKY TO
 FREQUENT AND IN WHICH TO COMMIT CRIMES.
 THE WEST PALM BEACH POLICE DEPARTMENT HAS OUTLINED
 GUIDELINES WE WOULD LIKE TO SEE FOLLOWED. IN ADDITION
 TO THE GUIDELINES, WE ENCOURAGE YOU TO PLEASE ADOPT
 THESE MINIMUM STANDARDS:
  
 (1) A FULLY FUNCTIONING AND OPERATIONAL CCTV SYSTEM
 CAPABLE OF RECORDING AND RETRIEVING ON SITE, AN
 IDENTIFIABLE IMAGE TO ASSIST IN OFFENDER IDENTIFICATION
 AND APPREHENSION. MONITORS FOR THE SYSTEM SHOULD BE
 PLACED IN A MANAGER?S OFFICE OR BACK ROOM, WITH A
 MONITOR IN PUBLIC VIEW FROM THE SALES FLOOR.
 (2) CAMERA COVERAGE SHOULD BE AT SENSITIVE LOCATIONS:
 (A) DOORS THAT LEADS TO THE BACK OF HOUSE (B) HALLWAYS
 THAT LEAD TO REAR EXITS (C) SALES FLOOR (D) REGISTERS
 (LOW FOR FACIAL RECOGNITION) (E) FRONT ENTRY.
 (3) DOOR THAT LEADS TO THE BACK OF HOUSE AND EXITING
 REAR DOORS SHOULD BE ALARMED WITH A SENSOR AND VIEW
 FINDER.
 (4) SILENT PANIC ALARM UNDER EACH REGISTER, ONE IN THE
 BACK OF HOUSE WORK AREA
 (5) A SECURED DROP SAFE OR CASH MANAGEMENT DEVICE FOR
 RESTRICTED ACCESS TO MONEY/CASH RECEIPTS AT THE
 REGISTER AND A SECURED DROP SAFE OR CASH MANAGEMENT
 DEVICE IN THE STORAGE AREA.
 (6) CASH OUT AREA SHOULD BE IN THE FRONT OF THE STORE,
 CLOSE TO THE ENTRANCE.
 (7) SECURE THE REGISTERS TO THE COUNTER.
 (8) INSTALL ANTI-THEFT DEVICES INCLUDING SECURITY
 TOWERS AT ENTRANCES.
 (9) USE CONVEX MIRRORS IN CORNERS AND ANTI-THEFT TAGS
 ON MERCHANDISE.
 (10) HEIGHT MARKERS AT THE ENTRANCE AND EXIT.
 (11) EMPLOYEE ACCESS CONTROL ON ALL DOORS THAT LEAD
 INTO THE BACK.
 (12) WHERE WINDOW(S) ARE PRESENT, A CLEAR AND
 UNOBSTRUCTED VIEW FROM OUTSIDE THE STORE AND IN A
 NORMAL LINE OF SIGHT OF THE CASH REGISTER AND SALES
 TRANSACTION AREA
 (13) IF INSTALLING SWING GATE AT REGISTERS THEY SHOULD
 HAVE SIMPLE ACCESS CONTROL.
 (14) ALL SHOWCASES SHOULD HAVE LOCKS AND IN THE
 EXPENSIVE SHOWCASES, CONSIDER AN ALARM.
 (15) INTERIOR SHELVING AND DISPLAYS SHOULD BE NO HIGHER
