 SIDE AND REAR SETBACKS. FENCES OR WALLS SHALL NOT BE IN
 EXCESS OF 48 INCHES IN HEIGHT WITHIN THE REQUIRED FRONT
 SETBACK. HEDGES SHALL NOT EXCEED TEN FEET IN HEIGHT IN
 ANY REQUIRED 25 FOOT FRONT SETBACK.
