OFFICER BINNS TRIED TO EXPLAIN ONCE A NEW OWNER PURCHASE A PROPERTY IF ANY VIOALTION EXISITS, IT IS THE NEW OWNER RESPONSIBLITY. VANESSA WAS EXTREMELY ARGUMENTATIVE AND SPEAKING OVER OFFICER BINNS THROUGHOUT THE CALL WITHOUT GIVING AN OPPORTUNITY IS EXPLAIN THE CODE PROCESS. OFFICER BINNS TRANSFER VANESSA TO MARK JOYCE (MANAGER) DUE TO GETTING LOUD AND COMPLAINING ABOUT OTHER CODE VIOLATIONS THROUGHOUT THE CITY RATHER THAN FOCUSING ON VIOLATIONS RELATING TO HER PROPERTY. OFFICER BINNS WAS ABLE TO WALK VANESSA THROUGH TO GAIN ACCESS TO THE CITY'S ORDIANCES ONLINE.
