| | 2021-09-13 | 10:51:16 | REINSPECTION | | | 2021-09-10 | 10:55:14 | COMMENTS | AT TIME OF INITIAL INSPECTION I KNOCKED ON THE DOOR OR THE FRONT UNIT BUT GOT NO ANSWER SO I KNOCKED ON THE DOOR OF THE REAR UNIT BUT GOT NO ANSWER AS WELL.AT THIS TIME I NOTICED THE LADY TENANT OF THE REAR UNIT OF THE TRIPLEX NEXT DOOR AND ASKED HER ABOUT THE TRASH OUT FRONT IF SHE SAW WHO PUT IT THERE.SHE STATED THAT THE TENANTS OF THE FRONT UNIT OF 522 MOVED OUT AND PUT IT OUT FRONT.SO I WENT BACK TO THE TRUCK TO WRITE UP THE VIOLATION NOTICE.AS I WAS IN THE TRUCK A TRUCK PULLED UP IN FRONT OF ME AS I WAS PARKED IN FRONT OF 521 ACROSS THE STREET AND HE PARKED IN FRONT OF 525.SHROTLY AFTER THAT A VEHICLE ARRIVED AT 522 AND 2 GENTLEMEN WERE OUT FRONT OF THE PROPERTY SO I WENT TO TALK TO THEM AND ASKED IF THEY WERE THE OWNERS AND THE SAID YES.I TOLD THEM I WAS ABOUT TO POST THE VIOALTION NOTICE FOR THE TRASH.THEY BECAME UPSET AND STRTED TO RAISE THEIR VOICE AND SAID THAT IS NOT THEIR TRASH THEY JUST CLEANED UP THE PILE THAT WAS THERE WHICH THEY HAULED AWAY IN THEIR TRAILER.I TOLD HIM THAT I SPOKE WITH THE TENANT NEXT DOOR AND SHE SAID THE TENANTS THAT MOVED OUT FROM THE FRONT UNIT PUT THE TRASH OUT THERE.AS I WAS TRYING TO DISCUSS THE ISSUE WITH THE OWNERS THEY WERE BOTH JUST RAINSING THEIR VOICE AND I WAS NOT ABLE TO SPEAK WITH THEM MUCH TO RESOLVE AND WORK WITH THEM THE NEIGHBOR FROM ACROSS THE STREET 525 CAME OUT OF HIS TRUCK AND THE MIDDLE LADY TENANT NEXT DOOR WERE TALKING AND WATCHING THE EVENT WHILE I WAS IN FRONT OF THE PILE WITH THE 2 OWNERS GOING THRU IT WHICH WE THEN FOUND EVIDENCE OF BOXES FROM NEXT DOOR SO I TOLD THEM I WILL CITE THEN FOR ADDING TO THE PILE HIS TENANT PUT OUT.I WENT TO KNOCK NEXT DOOR AT 512/516 BUT NO ANSWER SO I WALKED OVER TO THE NEIGHBOR FROM THE TRUCK AT 525 AND ASKED HIM IF HE OR HIS LADY TENANT WHO ALSO CAME OUT IF THEY SAW WHO PUT THE PILE OUT.HE SAID THAT THE LADY TENANT WHO CAME OUT OF THE TRIPLEX TO TALK TO HIM SAID THE FRONT TENANT OF THIS PROPERTY PUT OUT THE PILE.I ALSO ASKED HIS TENANT WHO NOW HAD COME OUT AND ASKED HER AND SHE SAID THE SAME THING.I WENT BACK TO THE 2 OWNERS OF 522 AND BY THIS TIME THE LADY TENANT OF THE FRONT UNIT NEXT DOOR WAS SITTING BY HER DOOR SO I ASKED HER IF SHE SAW WHO PUT OUT THE TRASH AND SHE SAID THAT THEIR TENANTS WHO MOVED OUT PUT OUT THE TRASH PILE OUT.BOTH OWNERS WERE THERE AS I WAS TALKING TO HER AND THEY WERE BOTH JUST RAISING THEIR VOICE AND SHE WAS TRYING TO TALK TO THEM ALSO BUT BECAME A YELLING MATCH.AFTER THEY WALKED AWAY I SPOKE WITH HER AGAIN AND SHE STATED WHAT SHE WAS TELLING THEM THAT THEY SHOULD SCREEN THEIR TENANTS BECAUSE THE WERE THE WORST TENANTS THAT ONLY CAUSED PROBLEMS AND HAD DRUG ACTIVITY GOINING ON SO THAT THE DEA CAME KNOCKING ON HER DOOR REGARDING THEIR TENANTS.SHE SAID YES THEY HAD REMOVED THE TRASH THAT WAS THERE FIRST BUT THEY TOLD THEIR TENATS THE HAD TO TAKE THEIR THING OUT OF THE APARTMENT AND AFTER THEY LEFT IT WAS LATE IN THE NIGHT ABOUT 11PM THAT SHE HEARD THEIR TENANTS MAKING NOISE AS HER BEDROOM WINDOW IS RIGHT THERE AND CAN HEAR EVERYTHING AND THEY PUT OUT THE TRASH PILE OUT.SHE SAID SHE HAS BEEN LIVING NEXT DOOR FOR 9 YEARS AND THOSE TENANTS WERE THE WORST.SHE SAID YES SHE IS SURE THAT OTHER PEOPLE MAY HAVE ADDED TO THE PILE BUT THEIR TENANTS PUT OUT THE PILE BECAUSE SHE SAW THEM.ALSO I TRIED TO TALK TO THE OWNERS AGAIN BUT THEY WERE VERY UPSET AND JUST YELLING SO I GAVE UP TRYING TO REASON WITH THEM.AT THIS TIME I WENT BACK TO KNOCK A THE PROPERTY NEXT DOOR 512/516 BUT GOT NO ANSWER AND THE NEIGHBOR ACROSS THE STREET WHERE I PARKED WAS WATCHING US SO I WENT AND ASKED HER IF SHE PUT ANY TRASH THERE.SHE SAID NO.I ASKED IF SHE SAW WHO PUT THE TRASH OUT.SHE SAID SHE ONLY SAW THAT THE PILE APPEARED THERE ONE MORNING BUT SHE DID SEE THAT THE NEIGHBOR NEXT DOOR FROM 512/516 PUT OUT THE TOILET, WHITE FURNITURE AND BOXES AND ADDED IT TO THE PILE.I ASKED IF IT WAS THE WHITE CABINET AND SHE SAID YES SHE SAW THEM PUT IT THERE. I TOLD HER I WILL CITE THEM FOR WHAT THEY ADDED.I ASKED HER IF SHE PUT ANYTHING OUT THERE.SHE SAID NO ONLY HER TRASH CAN AS THAT SIDE OF THE STREET IS WHERE IT IS PICKED UP ON THIS DEAD END STREET.I CITED 512/516 FOR WHAT THEY PUT ON THE PILE.
