I SPOKE WITH MR. WILSON REGARDING THE OUTSTANDING VIOLATIONS AND GAINING COMPLIANCE. HE STATED THE TENANT JERMAINE INSTALLED NEW WINDOWS; HOWEVER, THERE IS NO WINDOWS PERMIT ON FILE. I MADE HIM AWARE HE NEEDS TO APPLY FOR A PERMIT BECAUSE WINDOW REPLACEMENT REQUIRES A PERMIT. HE STATED HE TRIED TO APPLY FOR A PERMIT; HOWEVER, HE WAS TOLD BY BUILDING TO GET THE PRODUCT APPROVAL AND THEN APPLY FOR THE PERMIT. I MADE MR. WILSON AWARE THAT WHEN I SPOKE WITH HIS ASSISTANT ZYAH DUNNAH, SHE MENTIONED THAT THE TENANT BOUGHT NEW WINDOWS THAT WILL BE INSTALLED. I MADE HER AWARE A PERMIT MUST BE ISSUED PRIOR TO INSTALLING THE WINDOWS. TODAY WHEN I SPOKE WITH MR. WILSON, HE STATED THE WINDOWS WERE ALREADY INSTALLED. HE SAID THE GENTLEMAN LIVING AT THE PROPERTY IS THE FUTURE BUYER. HE STATED HE IS FIXING THE PROPERTY TO GET IT READY TO BE PURCHASED WITH HIS VA LOAN, AND LIVES THERE FREE BECAUSE IS DOING WORK IN LEU OF PAYING RENT. I MADE MR. WILSON AWARE, HE IS GAINING FINANCIALLY FROM THE SITUATION; THEREFORE, A RENTAL TAX IS STILL REQUIRED. MR. WILSON ASKED IF THE FINE COULD BE STOPPED AS HE IS WORKING TOWARDS COMPLIANCE. I MADE HIM AWARE I AM UNABLE TO STOP THE FINES BECAUSE THE PROPERTY MUST COME INTO COMPLIANCE FIRST. ALSO MADE MR. WILSON AWARE HE WILL NEED A CONTRACTOR TO PULL THE PERMIT BECAUSE THIS IS NOT HIS PRIMARY RESIDENCE (RENTAL PROPERTY). HE GOT A LITTLE UPSET AND STATED, ?THIS IS WHY PEOPLE LIE ABOUT THESE THINGS?.

HE STATED HE FEELS TARGETED AND THAT I AM TOO ROBOTIC AND WILL NOT OVERLOOK CERTAIN VIOLATIONS, DUE TO THE COVID-19 PANDEMIC. I MADE MR WILSON AWARE THAT I EMAILD HIM AS A COURTESY ON 10/11/2019 REGARDING THE RENTAL TAX APPLICATION. I EMAILED HIM THE APPLICATION TO APPLY; HOWEVER, THE APPLICATION WAS NOT SUBMITTED. MR. WILSON KEEP STATING THAT I WAS TARGETING HIM; THEREFORE, I MADE MITCH AWARE AND HE SPOKE WITH MR WILSON. MITCH EXPLAINED TO MR WILSON THAT HE IS BEING TREATED THE SAME AS ANY OTHER RESIDENT AND HE IS NOT BEING TARGETED. MITCH ALSO EXPLAINED THE LIEN REDUCTION PROCESS TO MR WILSON.
