TRASH OUT THERE AS IT WILL NOT GET
PICKED UP.HE REPLIED YES IT WON'T GET
PICKED UP BECAUSE I WILL TELL THEM NOT
TO.HE WAS NOT HAPPY WITH THAT;SAID HE IS
TRYING TO CLEAN UP PROPERTY.HE SAID HE
WILL PUT IT IN FRONT OF THE HOUSE HE
OWNS NEXT DOOR AT 444 11TH ST.I ADVISED
HIM THAT WASTE THAT EMANATES FROM THIS
PROPERTY MUST ONLY PUT OUT IN FRONT OF
THE PROPERTY IF HE DOES THE WORK AND IS
PAYING FOR SANITATION SERVICE OR MUST
CALL FOR SPECIAL PICKUP.TOLD HIM EVEN IF
HE HAS SERVICE NEXT DOOR HE IS NOT
SUPPOSED TO PUT ANY WASTE FROM THIS
PROPERTY THERE.HE BEGAN TO COMPLAIN
