LIKELY THEY WILL HAVE TO APPLY FOR A
LIEN REDUCTION. EMAILED A LIEN
REDUCTION APPLICATION TO HER

THERE WERE DUE PROCESS ERRORS BUT
RESEARCHING THE CASE SHOWS NOTICE WAS
SENT TO THE APPROPRIATE ADDRESS LISTED
WITH THE COUNTY. HE ALSO TRIED TO
EXPLAIN THAT REGISTERED MAIL IS IMPROPER
SERVICE. I ADVISED HIM HIS ASSITANT
SPOKE WITH THE CASE OFFICER IN OCTOBER,
MORE THAN TWO MONTHS BEFORE THE HEARING,
AND HE STATED THAT ASSISTANT IS NO
LONGER WORKING WITH HIM. HE ALSO STATED
IT WAS THE CITY'S FAULT HE DIDNT KNOW HE
HAD A LICENSE FOR NOT TELLING HIM WHEN
HE PURCHASED THE PROPERTY. IT SHOULD BE
NOTED THAT THERE IS A RENTAL APPLICATION
IN THE SYSTEM DATED 11/5/18 WITH MR.
MADGETT'S SIGNATURE ON IT. THIS WAS
MORE THAN A MONTH BEFORE THE HEARING BUT
HE NEVER FOLLOWED THROUGH TO HAVE THE
PROPERTY INSPECTED. THROUGHOUT THE
CONVERSATIN HE INSISTED HE DIDN'T KNOW
HE NEEDED TO OBTAIN A RENTAL LICENSE
UNTIL RECENTLY WHEN HE CALLED TO FIND
OUT WHY FINES WERE RUNNING, DESPITE THE
FACT THAT HE SUBMITTED THE APPLICATION
IN NOVEMBER. HE FURTHER CLAIMED THAT
LICENSING SPECIALIST SUSAN PALMER
ADVISED HIM THERE IS NO RENTAL LICENSE.
HE ASKED THAT A RENTAL LICENSE AND
INSPECTION CHECKLIST BE SENT TO HIM AND
I EMAILED BOTH TO HIM. ON THE MORNING
OF 3/19/19 EMAILED HIM AGAIN REMINDING
HIM HE ONLY NEEDED TO SUBMIT AN
APPLICATION FOR HIS OTHER RENTAL
PROPERTY (1019 21ST STREET) AS THE
APPLICATION FOR THIS PROPERTY IS ALREADY
SUBMITTED. HE ALSO INSISTED THAT DUE
PROCESS IS BEING VIOLATED BECAUSE THE
INSEPCTOR CANNOT GET TO HIS PROPERTY
IMMEDIATELY THAT MOMENT WHILE HIS FINE
WAS RUNNING. EXPLAINED TO HIM THAT EVEN
IF HE IS READY THAT MOMENT HE NEEDS TO
WAIT UNTIL THE INSPECTOR HAS THE
AVAILABILITY IN HER SCHEDULE BETWEEN
OTHER SCHEDULED DUTIES AND INSPECTIONS.
HE WAS ADVISED WHEN IT PASSES
INSPECTION I'LL MAKE SURE THE CASE IS
COMPLIED AND BRIEFED ON THE LIEN
REDUCTION PROCESS. HE ALSO EXPRESSED,
SEVERAL TIMES, HIS FEELING THAT HIS
CLEAN PRIOPERY IS BEING PICKED ON WHILE
HE IS SURROUNDED BY PROPERTIES FALLING
APART THAT HAVE BULLET HOLES IN THEM. HE
WAS REMINDED IT WAS NOT THE RENTAL
LICENSE THAT DREW ATTENTION TO THE
PROPERTY, BUT NUMEROUS BLATANTLY VISIBLE
PARKING VIOLATIONS INCLUDING BLOCKING
THE RIGHT-OF-WAY. HE WAS ALSO ADVISED
THAT FOR ANY CONCERNS ABOUT GUN ACTIVITY
HE SHOULD CONTACT THE PD IMMEDIATELY.
WHEN ASKED, HE DECLINED TO PROVIDE THE
ADDRESS OF ANY OF THE AFOREMENTIONED
PROPERTIES THAT ARE IN DISREPAIR AND
NEED TO BE CITED.
