AGAIN ARGUED THAT HE IS NOT IN VIOLATION
OF CITY CODE AND STATED HE'S ONLY
VIOLATION OF "MY CODE." EXPLICITLY
REFUSES TO MAKE ANY ATTEMPT TO BRING
PROPERTY INTO COMPLIANCE. TRASH CAN

FIRST COMMENT HEARD FROM HIM WAS, "I
WILL KILL HIM." THEN HE LOOKED RIGHT AT
ME AND STATED, SOMEONE IS GONNA FUCK YOU
UP.? I REPORTED THIS TO LAURA BORSO AND
DEPARTED THE AREA WITH POLICE REPORT TO
BE MADE THE FOLLOWING MORNING. AT ONE
POINT HE ALSO STATED THAT HE PLANS TO BE
AT THE SPECIAL MAGISTRATE HEARINGS ON
WEDNESDAY (1/6) TO TELL THE MAGISTRATE I
LIED ABOOUT HIVES ON HIS PROPERTY AND AM
HARASSING HIM.

THE INSPECTION MADE CLEAR HE STILL HAS
NOT REPLACED THE CROPS ON HIS SWALE WITH
SOD, IS OVERGROWN IN THE REAR, HAS
OUTDOOR STORAGE, CONSTRUCTION MATERIALS,
AND HAS VEGETATION ENCROACHING THE
RIGHT-OF-WAY FROM THE SWALE AND HIS
FRONT YARD.

WHILE PARKING ON MANNING STREET NEXT TO
701 56TH STREET, I SAW A CAR PULL IN
BEHIND ME. A MAN I RECOGNIZED AS JOHN
MONROQUE, OWNER & RESIDENT AT 705 58TH
STREET, EXITED THE CAR AND APPROACHED MY
DRIVER SIDE WINDOW. HE SHOWED ME A
LETTER HE RECEIVED WHICH I HAD SENT ON
12/2/15 REGARDING VIOLATIONS ON HIS
PROPERTY. HE STATED HE WAS BEING PICKED
ON AND HE SHOULDN'T HAVE TO FOLLOW THE
CITY CODES BECAUSE NO ONE ELSE DOES. HE
BEGAN POINTING TO VARIOUS PROPERTIES AND
POSSIBLE VIOLATIONS. THE LONGER HE
SPOKE THE MORE HIS SPEECH WAS LACED WITH
PROFANITIES. HE WOULD NOT OR COULD NOT
UNDERSTAND THAT THE ISSUE OF HIS SWALE
COVERAGE WAS DISCUSSED AT THE SPECIAL
MAGISTRATE HEARING AND STATED SEVERAL
TIMES THAT I LIED TO THE JUDGE ABOUT
HIVES ON HIS PROPERTY, STILL NOT
UNDERSTANDING THAT THE ISSUE OF HIVES
WAS FROM A PREVIOUS CASE IN 2013. HE
ACCUSED THE CITY OF STEALING HIS
PROPERTY WHEN TRIMMING HIS MANGO TREE
WHERE IT OVERHUNG THE PROPERTY TO HIS
EAST (ALSO IN 2013). STATED THE OFFICER
ON THAT CASE (A. LOPEZ) WAS A PUNK.
STATED HE WAS TIRED OF BEING HARASSED
AND I EXPLAINED IT WAS HE WHO WAS
HARASSING ME AS I TRIED TO PERFORM MY
DUTIES FOR THE CITY. HIS USE OF
PROFANITIES INCREASED AGAIN AND HE
STATED "YOU WILL LEAVE ME THE FUCK ALONE
OR I WILL MAKE YOU." AT THIS POINT I
INFORMED HIM THAT I FELT HE WAS
THREATENING ME AND I WOULD NO LONGER
LISTEN TO HIS PROFANE STATEMENTS. I
TOLD HIM TO HAVE A GOOD DAY AND DROVE
OFF. AS I PULLED AWAY HE YELLED,
"FUCKING PUNK, I WILL GET YOU!"

CASES REGARDING THESE SAME ISSUES OVER
THE YEARS, THIS HAS BEEN SOMETHING THAT
NEED TO BE DEALT WITH AND SHOULD NOT BE
A SURPRISE. HE THEN PROCEEDED TO SAY
THAT I WAS PICKING ON HIM BECAUSE HE IS
BLACK, AT WHICH TIME I CUT OFF THE
CONVERSATION AND SUGGESTED HE COME TO

CHANGE IT FROM BEING VIOLATIONS. HE HAS
APPROXIMATELY 7 OR 8 CAR TIRES ON THE
LANDSCAPE THAT HE ADVISES ARE PLANTERS.
HE ALSO HAD TWO LARGE PLYWOOD BOARDS ON
THE ANDSCAPE AND SAID IT WASN'T OUTDOOR
STORAGE BECAUSE IT IS HIS PATIO. WHEN
HE BEGAN TO RAISE HIS VOICE HE SIMPLY
BERATED THE CITY FOR "BULLYING" HIM AND
THEN USED PROFANITY. HE WAS THEN
REMINDED OF THE DATE AND TIME OF HIS
CASE BEFORE THE SPECIAL MAGISTRATE AND I
DEPARTED.
