SITTING ON STEPS WHEN I STARTED ARGUED
PROFANELY ABOUT THE INSPECTION. THIS IS
THE THIRD TIME THIS HAS OCCURRED WITH
THEIR ACTIONS INCREASING IN SEVERITY
EACH TIME. THEIR LANGUAGE WAS PROFANE,
INFLAMMATORY AND ABUSIVE. ONE OF THEM
BEGAN TO FILM THE DISCUSSION ON HIS
PHONE AND ADVISED THEY WERE CALLING
CHANNEL 5. STATED SEVERAL TIMES THEY
WERE GETTING RID OF ME AND ONE TIME THEY
WERE GETTING RID OF THE CITY BECAUSE
IT'S THEIR PROPERTY AND THEY WILL DO
WHAT THEY WANT. MUCH OF WHAT THEY SAID
WAS DIFFICULT TO UNDERSTAND DUE TO THEIR
HAITIAN ACCENTS. AN ATTEMPT AT
EXPLAINING HOW IT WORKS TO THEM WAS
WASTED EFFORT AS THEY DID NOT STOP
HARANGUING LONG ENOUGH TO HEAR ANYTHING
SAID TO THEM. A REQUEST TO STOP THE
PROFANE LANGUAGE WAS MET WITH "AMERICA
IS A FREE COUNTRY AND I WILL SAY
WHATEVER THE FUCK I WANT." FUTURE
INSPECTIONS WILL BE DONE FROM INSIDE THE
CAR. L. BORSO APPRISED OF THE
SITUATION.

WHEN I SAID GOOD MORNING BUT NONE
REPLIED. I STATED I WAS JUST GOING TO
TAKE SOME PICTURES AND ANYONE CAN MOVE
NOW IF THEY WISH. NO ONE MOVED OR
ANSWERED. I PROCEEDED TO TAKE THE
PICTURES. WHEN I WAS WALKING AWAY ONE
OF THE MALES COMPLAINED ABOUT HAVING HIS
PICTURE TAKEN SINCE HE DOESN'T LIVE
THERE. I REMINDED HIM I GAVE HIM A
CHANCE TO MOVE AND HE HAD NO RESPONSE.
THIS IS THE SECOND INSPECTION IN A ROW
DURING WHICH THOSE PRESENT GAVE
INSPECTOR A HARD TIME. PARKWAY TO EAST
OF DRIVEWAY NEEDS SOD, SOME T/D ON
PARKWAY ON THE OTHER SIDE OF DRIVEWAY,
VEGETATION AT FRONT TRIM AND OUTDOOR
STORAGE ON THE EAST SIDE OF THE HOUSE.

BOTH RESIDENTS WERE VERBALLY AGGRESSIVE
AND INSISTED THAT NO ONE WAS GOING TO
COME AND MOW THEIR GRASS AND THAT THE
CITY SHOULDN'T BE ABLE TO DO THAT AS
THEY OWN THEY HOUSE. SEVERAL ATTEMPTS
TO EXPLAIN THAT I HADN'T HAD TO SEND OUT
WORKERS TO THIS ADDRESS IN THE PAST DID
NOTHING TO CEASE THEIR ARGUING THE
ISSUE. NO W/O AT THIS TME.
