  $2000.00 BILLED AND THE SHUT OFF OF WATER SERVICE TO HER
  HOME.MS GUTIERREZ IS IN THE PORCESS OF GETTING A DIVORCE
  AND NOW LIVES AT 414 WINTER STREET. SHE HAS RECORDS WHEN
  SHE HAD THE SERVICE DISCONNECTED WHEN SHE MOVED OUT OF THE
  PROPERTY. HER HUSBAND HAD RENTERS FOR A WHILE AND DURING
  THIS TIME SOMEONE WAS ILLEGALLY HAD CONNECTED TO THE WATER
  SERVICE. SHE FEEL THIS IS SO UNFAIR THT IS IS BEING FORCE
  TO PAY FOR SOMEONE ELSE. SHE HAS A SMALL CHILD AND IS
  STRUGGLING WITH THE NEW CHANGE IN HER LIFE THAT SHE JUST
  DOESNT KNOW WHAT TO DO IN THIS CASE. SHE IS ASKING FOR HELP
  FROM THE CITY. HER CELL # 561-294-3177 AND WORK #
  561-968-7968 EXT 1235.

RESPONSE07-16-2009MS GUITIERREZ OWED AN OLD BILL OF $350 FROM 2008. SHE
  NEEDED A NEW DEPOSIT OF $450 ( BASED ON 3 MONTH AVER BILL)
  PLUS SHE OWES APPPROXIMATELY $720 BACK BILLING FOR WATER
  AND SEWER BACK TO JANUARY WHEN SHE MOVED BACK IN. SHE SAID
  SHE PAID THE OLD BILL OF $350 FROM 2008 THIS MORNING.
  (CONFIRMED) I ADVISED HER SHE NEEDED TO PAY THE $450
  DEPOSIT TO RE-OPEN THE ACCOUNT. I ADVISED HER THAT SHE WAS
  NOT BILLING BACK BILLED FOR ANY ONE ELSE'S BILLING EXCEPT
  HER OWN. I CONSIDERED WHAT SHE TOLD ME ABOUT ANOTHER TENANT
  BEING IN THE PROPERTY AFTER SHE MOVED OUT AND SAID
  BACKBILLING WAS BASED ON HER OWN HISTORICAL USAGE OF 27
  UNITS PER MONTH.(EXCLUDES SERVICE CHARGES PAID ON OWNER
  BILL AND WILL NOT BACK BILL SS & RY) I TOLD HER I WOULD
  ACCEPT 1/2 OF BACKBILLING $360) AND MAKE 4 MONTH PA ON THE
  BALANCE. SHE SAID SHE DIDN'T HAVE ANY MORE MONEY AND HAD
  TO BORROW THE OLD BILL SHE HAD PAID EARLIER. SHE DIDN'T
  KNOW WHEN SHE COULD PAY ANYTHING MORE. I RECOMMENDED SHE
  CALL CRISIS LINE AND SEE WHICH AGENCY HAD FUNDS TO HELP HER.
